letter is based.
I. FIRST. Does the above-numbered paragraph of your letter
state a fact or opinion?
II. SECOND. The phrase "continuing" is not found in any
statute of this State.
III. THIRD. Can you point to any facts which prove that the
law is unconstitutional?
IV. FOURTH. If you wish further information, do you wish
me to call your attention to any legal authority holding the statute
in question unconstitutional?
